SCHOOL RESOURCE OFFICERS
Royse City ISD currently has Royse City Police Department and Fate DPS officers assigned as School Resource Officers (SROs) to our schools through an agreement with the City of Royse City and The City of Fate. SROs are licensed peace officers with the Royse City Police Department and Fate DPS who are specially trained to work in schools and work full time during the school year.
The purpose of the SRO program is to provide extra security at each of our campuses to create the safest environment for our students and staff. SROs build positive relationships and trust among our students. In addition, when students develop positive relationships with police officers, it oftentimes bridges the community's trust with law enforcement.
All of the district's secondary campuses have at least one assigned SRO. The SROs also monitor the elementary campuses within their assigned location.
ARMED SECURITY OFFICERS
Royse City ISD employs armed security officers who work at elementary campuses within the district. The armed security officers are a visible deterrent on campus and are there for the safety and security of students, staff, and visitors. Armed security officers also provide security at various after-school events.
Royse City ISD is able to employ armed security officers through Chapter 37 of the Texas Education Code. In order for the school district to employ an armed security officer, they must meet the criteria under Chapter 37.081 or Chapter 37.087 of the Texas Education Code.
Chapter 37.081 “School district peace officers, school resource officers, and security personnel” states an armed security officer must be a Texas Peace Officer commissioned as a reserve peace officer with a law enforcement agency. A reserve peace officer is a licensed peace officer who volunteers at an agency without compensation.
Chapter 37.087 “Immunity from liability” states an armed security officer must be a retired Texas peace officer who is not currently serving or employed as a paid peace officer.
Royse City ISD armed security officers are able to detain individuals for felony offenses or a breach of the peace.
Royse City ISD is registered by the Texas Department of Public Safety as a private security company. All armed security officers are licensed by the state as Commissioned Security Officers. All armed security officers are regulated by the state. Armed security officers continue to receive peace officer training to maintain their peace officer license and to stay current on school-based law enforcement.
SECURITY GUARDS
Royse City ISD employs campus security officers who work at all the secondary campuses in the district. The district focuses on hiring security guards with previous law enforcement experience.
Royse City High School currently has four full time guards assigned to the campus. Baley Middle School and Summers Middle School currently have two guards assigned at each campus.
SCHOOL MARSHALS
Royse City ISD has appointed School Marshal’s to various campuses throughout the district.
The sole purpose of a School Marshal is to prevent the act of murder or serious bodily injury on school premises, and act only as defined by the written regulations adopted by the School Board/Governing Body.
Royse City ISD School Marshal’s abide by HB 1009 which includes a psychological exam, an 80 training course approved by the Texas Commission on Law Enforcement. After completing the required training the School Marshal must complete firearm qualifications and active shooter training. The School Marshal must complete a refresher course every two years through an approved course.
